And ever since, Americans across the political spectrum have been debating what exactly the second amendment means. BOISE, [ID]—Senator Jim Rice of Caldwell wants to send a message to the federal government. He aims to keep citizens from being restricted [from certain types of weapons] by asking Idaho citizens to vote to change the state constitution and make every adult male and female a member of the state militia. It would do that because the federal government cannot remove weapons from members of a militia. Currently, every male Idaho resident ages 18 to 45 is a member of the state militia, which is a group separate from the national guard that can be called upon in the event of major military need. GRANT COUNTY, [WA]—Members of a Grant County militia group believe their rights are slowly being taken away and the group is preparing for the worst. It's a small group right now, ranging from 15-25 members, but with President Obama's re-election and the fear of stricter gun control, more people are interested in joining. More than 20 people have expressed interest in the militia in the past three weeks. The group has more than 60 members on Facebook. Interest in militias is growing across the country. CLEVELAND, [OH]—An animal rights activist, who was accused last year of soliciting a hit man to kill someone wearing fur in Cleveland Heights, is too mentally ill to stand trial, a judge has ruled. A U.S. District Court judge freed Meredith Lowell of Cleveland Heights earlier this month based on a psychological report that found her mentally incompetent to stand trial and not capable of being rehabilitated to competency. The judge also ruled that Lowell's mental illness prohibits her from possessing firearms, and ordered Lowell's family to dispose of handguns, shotguns and rifles that were in the home the day she was arrested a year ago this month. ROCKLAND COUNTY, [NY]—A 49-year-old Nanuet man was indicted Monday by a Rockland County grand jury on a count of illegally possessing weapons and then charged by federal authorities with making anti-government comments on Facebook that included threats to kill state officials, members of Congress and supporters of President Barack Obama. Lawrence Mulqueen wrote on one of his several public Facebook pages he was "anxious to start killing various public officials." He also wrote he wanted "all followers of President Barack Obama dead," calling them "traitor scum" and declaring "death to them all." Clarkstown police officers search Mulqueen's residence following a complaint from his landlord.

HARTFORD, [CT]—Authorities are investigating the second suspicious letter in a week sent to Gov. Dannel P. Malloy's office. A staff person in the governor's office in the state Capitol opened a letter containing powder on Monday afternoon. State Capitol Police were notified and a hazardous materials team removed the letter from Malloy's policy office on the fourth floor. A similar letter was found on Feb. 19 after Malloy's office received a phone call threatening that anthrax was contained inside. That letter was found in the mail room at the Legislative Office Building and wasn't found to be hazardous. Malloy was out-of-state at the National Governor's Association meeting in Washington,

NEW ORLEANS, [LA]—Police removed eight suspicious devices from a truck parked by the Whitney Bank near Canal Street and Jefferson Davis Parkway. The NOPD had called in the bomb squad and evacuated residents after the report of a suspicious package inside a truck. Police removed the devices, one of which had a timer and fuse. A NOPD spokesman said the "combustible compound" could have caused an explosion. ATF investigators are looking at the devices in their lab for further analysis. The person responsible can now face federal jail time and fines, but no one has been arrested and the NOPD hasn't released any information about a possible suspect. View More>>

NEW ORLEANS, [LA]—The New Orleans Police Department is investigating a suspicious device in the 3300 block of Canal Street. About 9:30 a.m., a mounted NOPD officer working detail at a Whitney Bank was alerted that there had been a suspicious-looking truck in the parking lot that had been left there since Friday. The officer, who has previous military experience, went to open the truck's driver's side door and noticed what appeared to be two incendiary devices. The devices were slightly larger than the size of a cigar box. The officer immediately shut the door and notified NOPD. The bank and the surrounding area were evacuated. CLEVELAND CITY, [OK]—A fugitive, who was the highest-ranking member of the Aryan Brotherhood not already incarcerated, was apprehended last week, according to Cleveland County sheriff's deputies. Oklahoma City police notified deputies that Ace Hailey, 46, was possibly staying near the area of 140th Street and Maguire Road in southern Cleveland County. Police reported that Hailey was wanted on aggravated assault and battery, robbery and kidnapping warrants. Deputies said they went to Hailey's home. After a 30-minute standoff, Hailey surrendered without incident. He was taken to the Cleveland County Detention Center and later released to Oklahoma County sheriff's deputies. Hailey is being
