ROCHESTER, [NH]—Not everyone may know that the Right of Revolution is enshrined in the New Hampshire Constitution; some residents who are aware of this right, and who are troubled by current federal and state policies, think that one response could be the formation of a militia as a bulwark to protect the general population from despotism or tyranny. DEL CITY, [OK]—An Oklahoma judge said a man who refuses to recognize the government's right to impose laws or taxes and ignores the judicial process is "clueless." Shane Farrell Thomas, 37, of Del City is a self-proclaimed "sovereign" - or person who refuses to recognize the government and regularly breaks laws then floods the court system with paperwork and claims. In Thomas' case, he is charged with embezzling $100,000 from various individuals. A contractor by trade, several neighbors and customers said he took money for work he never completed. LAS VEGAS, [NV]—Metro police are reporting a surge in so-called sovereign citizens. The FBI defines them as people who don't believe they have to answer to government authority. BOARDMAN, [OR]—Police in Eastern Oregon say they're looking for clues that might identify the person or persons who left an explosive device along the side of a road in the city of Boardman this weekend. The Oregon State Police Bomb Squad used a robot to disable the device. Volunteers taking part in a "Community Pride Day" found it Saturday while picking up litter along the side of the road. The Boardman Police Chief says the device was a "pipe bomb." He says it was found just a few blocks away from Boardman's City Hall on a street frequently used by people walking into town. OKLAHOMA CITY, [OK]—The FBI said it is investigating vandalism of an Oklahoma City mosque as a possible hate crime after profanities were spray-painted on the building. Vandals sprayed "Hale Satan" and other profanities with what appeared to be a penis on the Grand Mosque overnight and the imam found it early Saturday. It is unclear if the incident was in retaliation for the bombing of the Boston Marathon. Two brothers of Chechnyan descent who are Muslims are suspected of carrying out the Boston attack. VERO BEACH, [FL]—The mayor of Vero Beach is arming himself, saying he needs to protect his family. The mayor is reacting to a death threat from a man who called Vero Beach police April 10 and asked to speak to the police chief. When told the chief wasn't available, the caller, identified by police as 41-year-old Jason Kozdra, made a death threat. Kozdra hung up shortly after making the threat but immediately called back to say he didn't mean it. Three officers went to Kozdra's home where Kozdra renewed his threat. TULSA, [OK]—More suspects are being targeted in a federal meth conspiracy case that's now sealed. In the 13-count indictment, FBI agents named Harold Staples III, Christopher Staples and Buel Hamilton as part of the meth conspiracy that goes back four years. The indictment says that if all three suspects are convicted, then money, guns, ammo and five homes will be seized. Authorities also learned there were Ku Klux Klan meetings at the Staples property in 1996 and 1997. Staples III denies being a Klansman. WICHITA, [KS]—A Valley Center abortion opponent doesn't have to disclose ministerial discussions she had with the man who killed abortion provider George Tiller, a U.S. District Court judge ruled Friday. The judge reversed a magistrate judge's decision that Angel Dillard's communications with convicted murderer Scott Roeder were not protected because she was not an ordained minister. The U.S. District Court judge found that Dillard, of Valley Center, was acting as a lay minister. The government has accused Dillard of sending a threatening statement to Mila Means, a physician who was training to offer abortion services after Tiller's 2009 shooting death. ANCHORAGE, [AK]—An Alaska-based military policeman arrested on Joint Base Elmendorf-Richardson (JBER) in October 2011 was sentenced Monday to 16 years in prison and will be dishonorably discharged for attempting to sell military secrets to an undercover Federal Bureau of Investigation agent posing as a Russian spy. A panel of eight Army officers originally sentenced William Colton Millay, 24, to 19 years, but due to a pretrial agreement Millay will receive credit for 535 days spent incarcerated prior to the military trial. On March 19, Millay pleaded guilty before a military judge in Anchorage to attempted espionage, failing to obey regulations, issuing a false official statement,
